ในนามของมูลนิธิปรีดี พนมยงค์ และสถาบันปรีดี พนมยงค์ ข้าพเจ้าขอส่งความปรารถนาดีและขอแสดงความยินดีอย่างจริงใจมายัง ฯพณฯ และผ่าน ฯพณฯ ไปยังรัฐบาลและประชาชนแห่งสาธารณรัฐสังคมนิยมเวียดนาม เนื่องในโอกาสวันชาติเวียดนาม วันที่ 2 กันยายน ตลอดจนในวาระครบรอบ 50 ปีแห่งการสถาปนาความสัมพันธ์ทางการทูตระหว่างประเทศไทยและเวียดนาม
นับแต่การสถาปนาความสัมพันธ์ทางการทูต ความสัมพันธ์ระหว่างไทยและเวียดนามได้พัฒนาอย่างต่อเนื่อง ทั้งในด้านการเมือง เศรษฐกิจ สังคม วัฒนธรรม และความสัมพันธ์ระหว่างประชาชน จนได้รับการยกระดับสู่ความเป็นหุ้นส่วนยุทธศาสตร์รอบด้าน อันสะท้อนถึงความไว้วางใจและความมุ่งหมายร่วมกันที่จะส่งเสริมสันติภาพ ความมั่นคง และความเจริญรุ่งเรืองแก่ประชาชนของทั้งสองประเทศและภูมิภาคของเรา
แม้ความสัมพันธ์ทางการทูตอย่างเป็นทางการจะดำเนินมาครบครึ่งศตวรรษ ทว่าในความเป็นจริง สายใยแห่งมิตรภาพระหว่างสองประชาชาติได้หยั่งรากลึกมาก่อนหน้านั้นนานหลายทศวรรษ โดยเฉพาะมิตรภาพระหว่างนายปรีดี พนมยงค์ รัฐบุรุษอาวุโส กับประธานโฮจิมินห์ ซึ่งตั้งอยู่บนความเคารพในเอกราช เสรีภาพ และสิทธิของประชาชนแต่ละชาติในการกำหนดอนาคตของตนเอง
ในโอกาสอันสำคัญนี้ ข้าพเจ้าขออำนวยพรให้สาธารณรัฐสังคมนิยมเวียดนามและประชาชนชาวเวียดนามประสบความเจริญก้าวหน้า ความมั่นคง และความรุ่งเรืองยิ่งขึ้น และขอให้มิตรภาพที่ชนรุ่นก่อนได้ร่วมกันวางรากฐานไว้ ยังคงได้รับการสืบสานและพัฒนาให้แน่นแฟ้นยิ่งขึ้น เพื่อประโยชน์สุขของประชาชนเวียดนามและไทย ตลอดจนสันติภาพ ความมั่นคง และความร่วมมือในภูมิภาคอาเซียนสืบไป

Ambassador of the Socialist Republic of Viet Nam to the Kingdom of Thailand
Your Excellency,
On behalf of the Pridi Banomyong Foundation and the Pridi Banomyong Institute, I wish to extend my warmest greetings and sincere congratulations to Your Excellency and, through you, to the Government and people of the Socialist Republic of Viet Nam on the occasion of Viet Nam’s National Day on 2 September, as well as the 50th anniversary of the establishment of diplomatic relations between Thailand and Viet Nam.
Since the establishment of diplomatic relations, ties between Thailand and Viet Nam have developed steadily across the political, economic, social and cultural spheres, as well as through increasingly close people-to-people relations. The elevation of our bilateral relations to a Comprehensive Strategic Partnership reflects the mutual trust and shared commitment of our two countries to promoting peace, stability and prosperity for our peoples and the wider region.
Although formal diplomatic relations have now reached the half-century mark, the bonds of friendship between our two nations had, in fact, taken root many decades earlier, most notably through the friendship between Senior Statesman Pridi Banomyong and President Ho Chi Minh, founded upon a shared respect for national independence, freedom, and the right of each people to determine its own future.
On this important occasion, I wish the Socialist Republic of Viet Nam and the Vietnamese people continued progress, stability and prosperity. May the friendship laid down by earlier generations continue to be strengthened and further developed for the well-being of the peoples of Viet Nam and Thailand, and for peace, stability and cooperation in the ASEAN region.
