Free Thai Movement:
A Great Undertaking

The Free Thai or Seri Thai Movement was an ad hoc operation of Thai patriots who aspired to uphold Thailand's independence and sovereignty. It was active between 8 December 1941 and 25 September 1945. Its activities were carried out jointly with the Allies against Japan and began in three places, Thailand, the United States and Britain.

At 02.00 hours on 8 December 1941, the Japanese armed forces invaded Thailand. Their troops landed on various beaches along the Gulf of Thailand coast including Samut Prakan, Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, Songkhla and Pattani. The people in these provinces bravely took up arms to resist while the then Prime Minister, Field Marshal P. Phibunsongkhram, was on a field inspection trip in the eastern region near Cambodia. Upon his return at around 07:00 hours, the Prime Minister decided to allow the Japanese troops safe passage to Malaya and Burma as Japan requested, and ordered all resistance to cease.

On the evening of the same day, Pridi Banomyong, the Minister of Finance at that time, held a consultation at his home with some of his close friends and together they decided to sacrifice their lives for the nation's independence and sovereignty by establishing an anti-Japan organization, which was later joined by Thai patriots of all classes living both in Thailand and abroad. Pridi was asked to lead the organization and work on its plan of action.

The initial key missions included:

1. to fight the Japanese invaders (Thailand aspired to be and live peacefully);

2. to have the Allies recognize that the true intent of Thais was not to be the Allies' enemy.

In the ensuing period after the Prime Minister declared war on the United States, another mission was added:

3. to have the Allies certify that Thailand would not be on the side of the defeated in the war and would be granted concessions, including a return to the status that it was in before 8 December 1941.

Pridi requested everyone to keep matters confidential and strictly adhere to discipline so that no one could destroy the movement.

There were many key events in the Free Thai Movement operations.

  • 16 December 1941. Pridi left the cabinet and was appointed Regent by the House of Representatives. At the same time, he remained Chancellor of the University of Moral and Political Sciences and so was able to use the campus as the office of the anti Japan movement. (This was later renamed the Seri Thai Movement.)
  • 21 December 1941. The Thai government declared the Thai-Japanese Treaty of Amity on political, economic and military cooperation.

At this time, the British government ordered its ambassador in Washington DC to submit a memorandum to the US State Department stating that the fact that Thailand had entered into a treaty of amity with Japan was sufficient grounds for declaring war on Thailand, but since many Thais had placed themselves as adversaries of Japan, they should be supported. Britain would not declare war on Thailand and would not initiate any military operations against Thailand as it was not yet considered an enemy, but territory occupied by an enemy. The US agreed with Britain.

  • 8 and 24 January 1942. Bangkok was heavily bombed by the Allies causing damage and loss of life.
  • 25 January 1942. Thailand declared war on the US and Britain
  • 6 February 1942. Britain and some Commonwealth countries

such as Australia, New Zealand and South Africa, declared war on Thailand, while the US did not.

The Free Thai Movement in the United States

From 8 December 1941-May 1942 was the period of planning and supporting US operations.

MR Sent Pramoj, the Thai ambassador in Washington, and the embassy staff decided not to return to Thailand as ordered by the Thai government and to ignore the treaty that Thailand had made with Japan. MR Seni announce this on the radio to the Thai people and stated his readiness to fight on to maintain the country's independence and sovereignty.

MR Seni Pramoj and other Thais who were similarly committed were assigned by the US to carry out several operations including public relations, information gathering and mapping Thailand, and planned military operations in the country under the leadership of the US to fight the Japanese, led by Lt Col ML Kab Kunchorn, the military attache at that time.

Later on, about 30 Thai students and government officials held a meeting to plan the establishment of a resistance movement to be named Seri Thai, which was a proposal of Chok Na Ranong at the meeting. 21 participants at the meeting decided to volunteer to join the first military operation launched from the US.

The 21 volunteers had to attend military training at several sites under the supervision of the US government's Office of Strategic Services (OSS). The training programme included how to survive in adverse conditions, the use of all types of weapons, the production and removal of explosive fuses, guerrilla warfare, sabotage, the intelligence gathering and radio operations. This training program lasted quite a long time, from June 1942 to March 1943.

Upon completion, this group of Free Thais embarked on a ship in March 1943 and journeyed for around 95 days from Baltimore in the US through the Panama Canal and across the Pacific Ocean. They entered the Indian Ocean via the south of Australia and disembarked at Bombay, India, in order to Assam for a further two months training (June-August 1943).

From India they traveled by plane to Kunming, Chongqing and Simao in China and some were smuggled into Northern Thail small groups at the end of February 1944.

The journey of the Free Thai volunteers was full of hardship. They traveled on foot, by boat, and on horseback through thick forest led by hired Chinese guides. Sadly, 2 volunteers, Karavek Sivijarn and Somphong Sanyaphong were robbed and killed en route.

In October 1944, the Free Thai volunteers were able to enter Thailand and successfully made contact with their base in Simao for the first time.

In addition, a special group of 2 volunteers and a second group of trainees (15 persons) was sent to attend training and later entered Thailand.

There was also a group of Thai students who provided support to the US war effort by working on intelligence gathering in various forms.

The Free Thai Movement in Britain

8 December 1941. On hearing the news of the Japanese invasion, Lt Col MC Subhasvastiwongse Snith Svastivatana, brother of Queen Rambai Barni, Queen Consort of Rama VII, wrote a letter to Prime Minister Churchill of Britain declaring his intention to volunteer to fight the Japanese. Britain asked him to help draw maps relating to Thailand.

June 1942. MR Seni Pramoj sent Mani Sanasen, an official of the Thai embassy in Washington DC, to England to help establish a FreeThai movement as in the US. Professor Sanoh Tanboonyeun and Dr. Puey Ungphakorn were the key contacts together with the interested students there. 36 volunteers were selected to join the British military and underwent similar training to the Free Thai volunteers in the US in August-September 1942 in England.

November 1942. The Free Thai volunteers from England embarked on a 75-day sea journey from Liverpool through the Atlantic. Ocean via Cape Town to the Indian Ocean and reached Bombay on 27 April 1943 in order to undergo further training.

May 1943. The Free Thai volunteers from England split up to go to different operations in India and Pakistan and began their journey to enter Thailand by various means.

October 1943 - August 1945. The Free Thai volunteers successfully entered Thailand and made contact with the Free Thai movement in the country and also coordinated with the British army.

The Free Thai movement in Thailand

The Movement's operations can be divided into two main types: political and diplomatic; and military.

Political and Diplomatic Operations

Mission No. 1. Looking after American, British and other nationals who were detained immediately after Thailand declared war on the United States and Britain on 25 January 1942. Thailand was granted the authority to oversee these detentions using part of the campus of the University of Moral and Political. Sciences, still under the chancellorship of Pridi, as a detention camp.

Mission No. 2. Pridi decided to send a delegation of the Free Thai Movement to contact the Allies starting with Chamkad Balankura, a founding member of the anti-Japan movement which had changed its name to the Free Thai Movement as in the US and Britain, and Phaisan Trakunlee, interpreter, to carry messages and news to inform the Allies on the Free Thai Movement in Thailand and its intention to cooperate with the Allies.

Chamkad left Bangkok on 28 February 1943 and traveled to Nakhon Phanom, through Laos and Vietnam to his destination in Chongqing. He persevered on a long journey by train and car, on coastal mail boats, on horse and palanquin, by punt and airplane, and finally reached Chongqing on 21 April 1943. He remained there until his death by illness on 7 October 1943.

Once in China, Chamkad tried hard to communicate with the Allies on the operations of the Free Thai Movement in Thailand He sent telegrams to MR Seni Pramoj in Washington DC and to the British and US embassies in Chongqing, as well as to the Chinese authorities to meet Chiang Kai Shek.

Chamkad's operations met with countless obstacles, including the suspicions among many parties about his status and daunting journey. He was tailed by Chinese soldiers and obstructed in order to gain influence over the Free Thais, resulting in initial failure to make the desired contacts.

However, when Britain sent Lt Col MC Subhasvastiwongse Snith Svastivatana to Chongqing to meet Chamkad on 5 August 1943, their first meeting was the key to the success of the Free Thai Movement in Thailand because all the information carried by. Chamkad was conveyed to the Allies, resulting in the recognition of the Pridi-led movement in Thailand leading to effective coordination among all the Allies in the following period.

Mission No. 3. Because of a lack of news from Chamkad, Pridi dispatched another Movement delegation on 15 July 1943, comprising Sanguan Tularak and Daeng Gunatilaka, who arrived in Chongqing on 1 September 1943. They met with Chamkad Balankura before continuing on to the US in November 1943 and on to London in February 1944.

The arrival of the Free Thai Movement delegation in their countries made the US, Britain and China recognize that Thailand had a resistance movement against Japan, the Free Thai Movement led by Pridi, that was prepared to cooperate with the Allie the war.

Mission No. 4. Political activities to change the government through parliamentary means.

After Bangkok was subjected to heavy bombing by the Allies on 23 December 1943, against which neither the Thais nor the Japanese had any opportunity or capacity to resist, the Thai government ordered the closure of educational institutions at all levels and the evacuation of the city. Field Marshal Phibunsongkhram prepares to make Phetchabun the new capital.

20 July 1944. Parliament resolved through a secret ballot to reject the Emergency Decree on the Phetchabun Capital City Administration.

22 July 1944. Parliament resolved through a secret ballot to reject the Emergency Decree on the construction of Buddha Buri Monthon.

24 July 1944. Field Marshal Phibunsongkhram resigned.

31 July 1944. Lt Col Prince Aditya Dibabha, President of the Regency Council, resigned.

1 August 1944. Parliament resolved to appoint Pridi as sole Regent.

1 August 1944. Khuang Aphaiwong was appointed Prime Minister with a number of Free Thai Movement members as cabinet ministers.

This political change allowed effective joint military operations, coordination and collaboration between the Free Thai Movement and the Thai authorities, and the Allied Supreme Command South East Asia based at Kandy, Sri Lanka, to become a reality, enabling the implementation of the operational phase by the infiltration of secret agents into the country during the second half of 1944.

Military operations

1. Organization of Free Thai cadres in 39 provinces in every region of the country. Training camps were set up where weapons received from the Allies were stored, while Allied officers and staff acted as trainers in guerrilla warfare to repel the Japanese army.

These cadres included ordinary people, teachers, administration officials, and chiefs of subdistricts and villages, headed by members of parliament or provincial governors in each area. They number from 30,000-40,000 (frontline) to 80,000-100,000 in total.

2. Establishment of an intelligence gathering and sharing system on the locations and movements of Japanese troops in Thailand, including other types of military intelligence and weather forecasts.

Free Thai radio stations were placed in various areas to communicate with the Allied bases in Kandy, Sri Lanka, and Calcutta, India.

Systematic intelligence work began in October 1944

3. Strengthening the capacity of the Free Thai cadres

  • Stockpiling weapons and ammunition and other military supplies delivered by the Allies upon request through parachute drops.
  • Reception and deployment of personnel through various means such as submarines, parachuting and airplanes (which required the construction of secret airstrips such as at Non Han, Phu Khiao and Na An).

These military operations in preparation for the fight to drive the Japanese out of the country started in September/0ctober 1944 and continued until August 1945.

  • 20 May 1945. A message was sent from Pridi as the head of the Free Thai Movement to the US Secretary of State requesting consent for the Free Thais to rise up and fight openly against the Japanese occupiers. The Allies however withheld consent and requested that they wait for the appointed time when the Allies armed forces would launch an all-out joint attack.

This message from Pridi convinced the Allies of the ideological commitment of the Free Thai Movement to national independence and sovereignty and to joint military operations with them in waging war against Japan.

  • 17 July 1945. One of the agreements made at the Potsdam Conference of the Allied leaders in Germany was to advise the Prime Minister of Japan to surrender, but he refused.
  • 1 August 1945. Pridi received an invitation from the Japanese to attend a secret meeting on the secret airstrips on 3 August 1945. (The Japanese military had been searching for a secret airstrips/landing zones in Khon Kaen and Sakon Nakhon.)
  • 6 August 1945. The Allies dropped an atomic bomb on Hiroshima and then on Nagasaki on 9 August 1945.
  • 14 August 1945. Japan surrendered unconditionally to the Allies.

On the same day, Admiral Lord Louis Mountbatten, Supreme Allied Commander in Asia and the Pacific, received advice from theUS through the British Foreign Office to send a message to Pridi to make a most urgent declaration to repudiate the 25 January 1942 declaration of war against Britain and the US and to revoke all amity agreements made with Japan.

  • 16 August 1945. Pridi declared peace as advised by Lord Mountbatten, Supreme Allied Commander in Asia and the Pacific,
  • 25 September 1945. A parade of about 8000 Free Thai cadres from all over the country was staged at the Democracy Monument presided over by Pridi. He addressed the Free Thai representatives at the University of Moral and Political Sciences Club, thanking all Free Thai cadres. An extract of the speech follows:

“On this occasion, I wish to reveal on behalf of all comrades the honest intention that we all share as a principle in serving our country at this time. We aimed to carry out our duty as Thai-born people who are obliged to repay the nation. None of us have any expectation of being rewarded with positions in government service. None of the acts committed were for personal benefit or for the benefit of any party; all were for the benefit of all Thais. ... Those who have worked with me at this time regarded the work as service to the nation, not saving the nation; saving the nation is an act that belongs to all Thais.”

And this was considered the termination of the Free Thai Movement.

Odds and Ends from the Free Thai Movement

1. The work of all the Free Thai leaders, whoever they were and wherever they were, was carried out in accordance with their individual status and shares several attributes and virtues:

  • high ideals in regard to preserving national independence and sovereignty;
  • courage in making decisions to move forward in various kinds of operation to attain greater things than themselves;
  • a total and genuine lack of expectation of any reward and a readiness to lose anything even their lives

2. Examples of obstacles and challenges encountered in the operations

  • From the time Japan invaded at 02:00 hours on 8 December 1941, mobilization for combat took place in various localities, whether Bang Pu, Samut Prakan, Prachuap Khiri Khan, Chumphon, Ranong, Surat Thani, Nakhon Si Thammarat, Songkhla or Pattani. In some places, no actual combat occurred following government orders, but in other places, such as Prachuap, where the orders reached the province only at 13:00 hours on 9 December, there were casualties and deaths. Other people behind the front lines supplied food to the front.
  • During the preparation period from mid-1944 to 1945, when military training camps were organized, various kinds of operations were carried out because preparations were taking place on the actual battlefield/theatre of war and everyone faced serious life threatening situations where any action was a difficult maneuver.

Yet achievements were made:

A landing strip was constructed in Tao Ngoi, Sakon Nakhon Province. The Japanese got wind of it so it had to be camouflaged.

A landing strip was constructed in Pong Daeng, Tak Province. Thinking it would be difficult to keep secret, the Thais told the Japanese that they were ordered by the government to clear the land for field crops to feed the hungry. The work was done under Japanese guards who only withdrew from the site after some legumes were planted there.

Arms dropped by the Allies in Phetchaburi Province were transported to Bangkok. As all the bridges across the rivers were destroyed, the arms had to be transported on Japanese ferry boats The cache of arms was stacked on the boats covered only with a tarpaulin, but no Japanese soldier was curious enough to take a look.

Free Thai volunteers were escorted from Tak Province to Bangkok. A punt had to be hired to take them from Tak to Kamphaeng Phet where a motorboat was hired to continue down to Bangkok. The river was very low so the boat had to be pushed through and the people had to sleep on beaches on the way. The trip took 10 days.

War weapons were transported from Khon Kaen to the Free Thai Movement headquarters by car. The Thais created a story that these weapons were being sent to the Ministry of the Interior as they belonged to the enemy. They had been dropped in Laos and floated down the Mekhong River to beach in Loei Province. Along the way, they successfully got through 3-4 Japanese checkpoints.

In Lampang Province, a cadre disguised himself as a labourer in the Japanese camp with his legs bandaged with white cloth. He recorded information observed in the camp and passed it on to the Movement to communicate to the Allies.

In Phrae Province, a Free Thai cadre had to travel from Phrae to Bangkok to embark on a submarine to go to India for training on radio communications. Because he had to travel by bicycle, car and train, which took many days, he missed the submarine.

In Phrae, where a training camp was set up for Free Thai cadres, there were three American military trainers in the camp who shared ordinary Thai food or local cuisine that everyone in the camp ate, which was probably unfamiliar to them. Prince Wong Saensiriphan, a former Member of Parliament for Phrae and the owner of a logging concession there, who provided a great deal of support to the Free Thai Movement, probably realized that being far away from home, the Americans must be missing their usual food, so he searched for someone who knew how to bake bread to go to the camp to bake for them.

In Tak Province, after Japan surrendered, the Japanese soldiers asked to cook a meal for the Thai side, wishing to apologise sincerely, explaining that soldiers had to follow orders. They brought supplies, kitchen utensils and everything needed to prepare the treats for the Thais.

There must have been many such stories which confirmed the belief that every human being has the capacity to share and extend loving compassion and kindness to each other.

Remarks.

1. Boudin had a great attachment to the stories of the Free Thai Movement, starting from the fact that his father, Professor Dr. Bunliang Tamthai, decided to join the first batch of volunteers in the United States of America while studying there on a scholarship. His father joined with a steadfast commitment and courage, intending to serve the country in the belief that 'nation' is greater than 'oneself'.

Like all Free Thai volunteers, he signed up without knowing what he might have to face, disease and illness, wild animals or enemies, not knowing whether or how he would survive the ordeal.

2. Boudin invited everyone to join in thinking together about the next step for society, how we can come together to lend a hand to uphold and support the use of nonviolent ways of life in order to reach true 'peace.'

3. Boudin asked us to think further about what we can do to get more people to appreciate the value of the many attributes and principles demonstrated by the Free Thai volunteers in their wartime operations. The future world will be full of uncertainty that we cannot foresee; we should dare to act upon things that are greater than our own selves with honesty, and without accepting bribes, positions or other benefits in return.
